According to Sander Janssen at Creative Criminals, this is a custom billboard for McDonalds in Chicago. The billboard is a functioning sundial, not only telling you what time it is, but also which snack you should eat at McDonalds at the time. Obviously there are drawbacks (cloudy days....night time!) but such a cool image and idea.
